I called number back and it says it is disconnected. Do I assume it's a scammer.

I called back and the person on the other end was at first unintelligible and then just kept saying" what".
They used my middle name which is also my sister's name and said they were CVB. 2 links, one for their phone number, one about them. Did not press on links. Said they were with Bell. I am not with Bell and don't own them any money. Got one call from this company months ago and it was from Montreal.
